Most of the responsibilities borne by the Central Government, EA and local authorities in England and Wales are similar to those for their counterparts in Scotland.

The major differences include:

the Scottish Executive has devolved responsibility for ensuring that environmental policies are in place to deliver what is required for Scotland
the Scottish Environment Protection Agency (SEPA) is the environmental regulator with similar functions to the Environment Agency
SEPA published the National Waste Strategy for Scotland (Dec 1999) and the National Waste Plan (2003)
local authorities can dispose of their own waste (without having to form LAWDCs) or can use the services of a private company
