Cross Border Movement of Special/Hazardous Waste
The changes to special/hazardous waste legislation have implications for cross-border movement of this waste.
Waste arriving in England from other UK countries will be accepted without need for a further consignment note.
Although SEPA does not require pre-notification of special waste being moved to England they do require that the waste producer and carrier generate and retain paperwork to record the movement. Agreement has yet to be reached on how this will be achieved but it may be that the use of a SEPA 'SC' form will be adopted.
The continuing need to pre-notify each hazardous waste movement in Scotland (and as proposed for Northern Ireland) will, however, mean that an additional consignment note will be required in order to make pre-notification to the relevant enforcing authority if hazardous waste is to be moved from England to Scotland or Northern Ireland.
